Perl is using the cmd in c:\windows\sysWOW64\ and that cmd doesn't seem to have cmdlib working. Can anyone help? Any suggestions for a work around?

If you have a MSDN subscription you can find some old (2001-2002) platform SDKs. I tried one from June 2001 and it appears to be older (based on CloseHandle ordinal) than the one you're original dll was built with.
